WV County Becomes First Local Government to Adopt ICHRA for Employees

In Monongalia County, West Virginia, the county commission unanimously voted to cancel its traditional group health insurance plan with Highmark West Virginia effective December 31, 2025, and to move to an individual-coverage health reimbursement arrangement (ICHRA) for its approximately 265 employees WAJR. Under the new model, the county will cover nearly 98 % of premiums, and employees will pay roughly 2 %, while the county anticipates overall savings of about 3 % in premium spending. However, stakeholders raised concerns that moving to this model might require employees to select plans that are less aligned with their needs, or risk losing subsidies tied to traditional coverage.
