In their 2026 Annual Report on Health Care Spending and Quality in Rhode Island, the Rhode Island Office of the Health Insurance Commissioner used Altarum Healthcare Value Hub’s 2024 CHESS data for Rhode Island to illustrate the challenges residents face affording health care. The report establishes this claim by citing CHESS findings that 8 in 10 residents reported worrying about affording some aspect of their health care in the future, that this concern was reported across all income levels, and that nearly 7 in 10 experienced at least one health care affordability burden in the past year. The survey data appear in the report’s introduction as evidence that affordability anxiety is widespread across the state, framing the case for OHIC’s cost growth target work.
