From Shortage to Strength: ARPA and the Home Care Workforce Across the Southern United States

What:

Southern states have a high concentration of adults with self-care disabilities and a large gap between the availability of home care workers and the potential need for services. Low recruitment and poor retention rates due to below-average wages, physical and emotional burnout, long hours, limited employment benefits, and poor career advancement opportunities have contributed to this disparity. Although the states that make up the American South face similar challenges in sustaining an adequate direct care workforce, the region is not a monolith. This is reflected in the variations in workforce capacity between states, the divergent ways states have invested ARPA funding, and in the efforts made to maintain these investments. Efforts to expand the workforce by improving working conditions are essential for improving the quality of care for people with disabilities, particularly those from marginalized communities and underserved regions.
